1 июля с.г. омбудсмен по защите прав предпринимателей в сфере электронной торговли и предоставления электронных госуслуг, исполнительный директор АЭТП Илия Димитров в прямом эфире программы «Защита бизнеса» на радиостанции «Говорит Москва» рассказал о текущей ситуации в сфере электронной торговли и государственного заказа в РФ.
По словам Илии Димитрова согласно данным статистики общий объем электронных закупок (госзаказ, закупки госкорпораций, сфера B2B) в России за 2012 год составил около 500 млрд. долларов, в 2013 году эта цифра увеличилась до 600 млрд. долларов, и таких показателей нет ни в одной другой стране мира. Наряду с этим, создание Таможенного союза стало значительным шагом на пути к созданию безбарьерной трансграничной электронной торговли. Начиная с 2012 года, предприниматели из России и Белоруссии получили возможность обоюдного участия в государственных закупках на территории двух стран с применением собственных электронных подписей. С 1 января 2014 года к трансграничным электронным закупкам на территории Таможенного союза присоединяется Казахстан. Примечательно, что Европейский союз планирует перевести госзаказ в электронную форму только в 2018 году.
В ходе беседы омбудсмен также рассказал об изменениях законодательства в сфере государственных закупок и об основных отличиях нового №44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд" от предыдущего №94-ФЗ «О размещении заказов на поставки товаров, выполнение работ, оказание услуг для государственных или муниципальных нужд», а также об особенностях развития сферы госзаказа в России.
Наряду с этим, Илия Димитров ответил на вопросы радиослушателей.
