Эти депортации были несправедливыми с точки зрения судеб конкретных ни в чем неповинных людей, но все же обосновывались общесоюзной безопасностью. Не менее интересен и тот факт, что на правление выходца из Днепропетровска приходится спад представительства национальных меньшинств в высшей политической элите. Состоявшийся в 1976 г. XXV съезд зафиксировал исторический минимум их удельного веса в составе избранного ЦК. На его же годы приходится и авантюра в Афганистане, вызвавшая затем рост мятежных настроений в некоторых республиках Средней Азии. Таким образом именно выходцы из восточных регионов Украины, недоукраинцы сыграли важную роль в развале СССР.
Так, в 1937 г. 170 тыс. корейцев были сосланы в Среднюю Азию из-за опасения, что они поддержат Японию — частью которой на тот момент была Корея — в военном конфликте с СССР. Корейцам, крымским татарам, месхетинским туркам и др. не были возвращены ни национальные автономии (если такие были), ни право вернуться на историческую родину. Некоторые народы испытывали до 1970-х гг. ограничения: так, корейцам даже после реабилитации было проблематично продвинуться по государственной службе."
