Петр Оготоев – первый хомусист-профессионал, солист Государственной филармонии Якутской-Саха ССР, заслуженный артист Российской Федерации. Окончил филологический факультет Якутского государственного университета имени М.К. Амосова. Его курсовая и дипломная работы, написанные под руководством доктора филологических наук Н.Д. Дьячковского, посвящены проблемам якутского хомуса.
Оригинальные музыкальные замыслы П. Оготоева воплощены с помощью как уже известных чисто инструментальных приемов (подражания гусю, жаворонку, «зашифрованных», но ясно слышимых народных песен), так и новаторских – с применением голосовых связок (подражания кукушке, чайке, другим обитателям северного «птичьего базара»).
